1. The importance of historical and legal international precedents and commitments to religious rights in the Holy Land cannot be overstated. Since the early centuries of Christianity and the Edict of Milan of 313 ad, the consecutive rulers of the Land have issued proclamations, edicts, covenants and firmans to highlight their commitment to religious freedom. The key rulers since early Christianity were Rome, Arab Muslims, the Ottoman Empire, the British Mandate, Jordan, Israel and the Palestinian National Authority. Besides, the UN Resolutions in specific General Assembly Resolution 181 of November 29, 1947 and Resolution 194 issued on December 11, 1948 stipulated each religious and communal rights of the various communities of the Holy Land. One of the best sources for legal documents and international resolutions and commitments is The Avalon Project at Yale Law School, the Lillian Goldman Law Library in Memory of Sol Goldman and can be accessed on the internet at http://www.yale.edu/lawweb/avalon/avalon.htm.
